CHAIR'S REPORT This meeting is the AGM of hfcyclists, and also the annual meeting of the charity London Cycling Campaign - Hammersmith and Fulham branch. We now have bank accounts in each name. It is pleasing to have many new members coming to meetings throughout the year. A major undertaking last year was organising the Greenfest in June 08, which went very well. Since then some of us have been hard at work preparing for the event this year, with great co-operation from LBHF and others. We have had many pleasant rides over the year and have been involved with the Freewheel ride. A major happening over the year has been the opening of Westfield. The road network has been designed for motor traffic, and the lack of design for cyclists is appalling. There is a toucan crossing of the A3220, but no signed way to get to it, and no proper way to leave the carriageway of the Uxbridge rd to reach that Toucan or indeed Westfield. And the cycle route through the complex is bizarre. A 3rd stage safety audit has picked up some of the problems we have been referring to, and hopefully will get sorted out. Hope we will grow stronger each year. John Griffiths Bill raised concern that too much time had been spent on Westfield over the last year and not enough time on other areas such as Hammersmith Gyratory. John explained that we were trying to put pressure on things that were actually changing. At Westfield something is being done as a response to a 3rd stage road safety audit, and this is being pushed by Cllr Eugenie White, who came on an inspection ride of the area with us. Bill said that he had been instrumental in extracting a promise from the Council to keep hfcyclists informed of progress on this matter, which has not been fully the case, as we have not seen the results of this safety audit, and do not know exactly what they intend to do about it. Bill said we should be concentrating on the Gyratory and alerted us that there are plans in the pipeline. Bill pointed out that cycling is not mentioned in this new traffic scheme and that there is a Council meeting on 15 June to discuss this. This is a Cabinet meeting to which the public do not have access. The decision being sought is to consult on the scheme. Louanne found a link to this
on the LBHF website http://www.lbhf.gov.uk/Directory/News/Kiss_gridlock_goodbye.asp John pointed out that it was
hfcyclists in 2002 that first put forward the idea of this solution of
using the slip road in front of the shops by the Apollo to carry the northbound
Fulham Palace rd traffic, and so allowing surface level crossings. see
We are pleased that this is now being brought forward as a bus priority scheme, and the surface level crossings will allow cycle routes on the South side of the Gyratory. We noted progress on the scheme at our April meeting http://www.hfcyclists.org.uk/metApr09.htm TREASURER'S REPORT Phil produced copies of the accounts. These reconcile with the bank statements. At the year end, ie end Mar 09, we had £2187.15 of unrestricted funds and £9,979.39 of restricted funds for the GREENFEST, totalling £12,166.54. Paul Alexander and Bill Ogden were very concerned about how moneys that had come from LBHF grants specifically to be spent on the GREENFEST had been spent as they stated they have a interest to see how Council money is spent. Phil and John explained details of the accounts. There are some complexities coming from hfcyclists' accounting period [April 08 to March 09] covering the period of spending on one festival June 08 and funding for another June 09. Bill was also concerned that a larger proportion of our funding was spent on the festival than on normal operating expenses. Phil explained that it is because the funding we have for the festival far exceeds our other funding. Most of the money in unrestricted funds comes from donations from commercial ventures at the GREENFEST over the last few years and LCC monies, and is used as a buffer to allow us to engage in such large ventures. For example although we have insurance it is only for a claim in excess of £500. The money that came from LCC sources last year was £579.50 and we spent £343.80, mainly on meetings and refreshments. We recommend that every one joins the LCC for the advantages and for contribution that the funds provide towards central campaigns. The accounts were accepted. There was a VOTE OF THANKS for the work the officers had done over the previous year. ELECTION OF OFFICERS AND MANAGEMENT COMMITTEE John stood down while Colin temporarily chaired the meeting. CHAIR / CO-ORDINATOR John took over chairing the meeting TREASURER SECRETARY The following were proposed and seconded and elected to form the rest of the Management Committee.
